Is he busy or not into me?! that's the question..?

I have been talking to this guy for about two months now. He is really sweet and I think I really do like him. But... we have been on two dates so far the first one we went to the movies and it was nice, he was a gentleman and we kissed lightly goodnight just a small peck. On our second date, we went mini golfing, and got ice cream... we then sat in the car and talked for a little bit it was a nice conversation and I really thought we were vibing.. we ended up making out a little bit and that was nice nothing too heavy.. are you still with me? okay well, there are a few things I'm kind of confused about it has been about 2 1/2 weeks and we have not hung out since that date. He does still text me every other day, but has not tried to hang out... he is a busy guy and has summer classes and some family things going on, but I am growing wary that maybe it's me and he's just not digging me... what should I do still go on like this or should I say something to him?? please help me I am soo confused!!
