Bench press question I need help?

When ever I bench I can never feel anything in the pecs. I feel it more in the top and the arms. I have trouble arching my back and pulling my shoulder blades together. I find it really hard to do. I want to know is just because I can't feel it does this mean it's not working, and how can I do it with proper form?
