If North Korean People died because of hunger as the result of USA santion, who should be blame?

I saw in Yahoo and Fox news today; Reverence Graham said we (USA) should set aside 60 years old war with North Korea now, and provide the food for PEOPLE. I think if we lifted sanction on these countries , Cuba, Korea, Iran and Venezuela those people may have better life and better economy.
